CS 1.6 Multi-Mod Server Setup

I'm looking for an experienced developer to set up a Counter-Strike 1.6 server using ReHLDS. The server should support multiple mods and include comprehensive admin and VIP features.

Key Requirements:
- Mods: Zombie Mod, Deathmatch Mod, Surf Mod
- Admin Features: Kick/Ban Player, Map Voting, Chat Commands
- VIP Features: VIP Skins, Double XP, Reserved Slots
- All necessary plugins and maps

Ideal skills and experience:
