Move and Modify a PHP Larvel/VUE project

Our previous setup was in WordPress but has been abandoned and need not be transferred to the new server. Although the parts of the WordPress sites are still on the server.

We are looking for a developer who can modify our current PHP (Laravel + Vue) based catalog software and set up a new server for our existing online catalog.
We will provide the server logins, but you will be responsible for setting up and moving the existing software.

You will oversee that our current site works as it does now.
Once we verify that it is working correctly, we will have you make the necessary coding changes.
Modification to the catalog
Secure login: Currently, anyone with the correct URL can get to our admin screens without logging in.
Authentication / Pricing/user interface has some minor bugs that cause the system to stop working.
Clearly define external URLs to get to the admin user interface.
Uploading pricing. User admin login.
The "portal" system is a simple catalog driven by data coming from our in-house PIM system.
The portals allow online users to see catalog data for a given supplier. These are currently online sites: osc.aftermarketdata.com, cryomax.aftermarketdata.com, ati.aftermarketdata.com. We use a subdomain to point the user to the catalog. This URL is usually embedded into the customers' website.
1) Can you tell from browsing (using Chrome, Edge, etc...) the web pages themselves (using inspection tools) what frameworks/technologies/plug-ins the portal uses?
2) Can you do the same by looking at the zip?
3) Can you tell us how you would copy the website to your development environment?
4) Could we see a functioning website 'in' your development environment (for review)?
5) And then how would you make your amended version 'live'?
Would you please put your relevant experience and answers to these questions in your proposal?
Proposals lacking such answers won't be considered, unfortunately.
