Moodle LMS Customisation URGENT

I am looking for a PHP / Java / jQuery developer to support in adding Text-to-speech across my LMS. I am using moodle, I know how to add this using Javascript Like this:

var msg = new SpeechSynthesisUtterance();
msg.text = "Hello World";
window.speechSynthesis.speak(msg);

I am just looking for someone to support in completing this across the learning platform in the shortest amount of time please.
