Modify existing PHP Ajax uploader For Data import speed!

Hello, I'm seeking an experienced programmer (NO AGENCY) to modify an existing PHP Ajax CSV file uploader so it can upload 5 million csv records in 30 seconds or less directly from server to database. The data format for the uploader will be in CSV, and the methods that I am looking to use to speed up the process is multi-threading. The planned maximum duration for uploading 5 million records should be 30 seconds or less. This project requires a programmer with an advanced understanding of web-programming techniques, in addition to the tools and technologies needed to fulfill this project.

But I want it to be implemented on existing system which I have. Which now do select file, maps csv column and then execute import each column through foreach row. This wastes times and can cause problem on low end pc as records stored in browser before import. So I need some changes on it and apply example url suggestion.
If you can optimize and do this job then let me know. I will provide partials resources of my existing script part so you can build an improved version.
