Mobile website with searchable database

I am looking to have a website created. It should have a searchable database that Users can continue to add to using forms. The users should be view profile page of other selected users based on very simple parameters such similar links and text. The user must be able be able to login to their account and on their account page must be able to upload photos and links and text. There will be payment gateway through razorpay (India)

This must be a mobile website only
