Mobile to Mobile NFC development

Hi,
I'm looking for a mobile wallet extension to enable Mobile to Mobile NFC technology to authorise and confirm the transaction.
Use case;
1. Merchant will open their wallet, enter the trasaction details, amount and selects customer details.
2. Customer will receive the notification via mobile app
3. Customer will confirms the transaction (backend will enable automatically using NFC)
4. Customer will place their mobile near to Merchant mobile
5. Transaction confirms via signal
Our current webapplication is built on PHP/Laravel/MySQL in Azure using APIs to ReactNative mobile app
The feature need developed in sync with the web development team.
