Mobile App (IOS, Android)

I am looking for someone who could help me create a mobile App with the basic features of user management for (IOS and Android).

These features should include all necessary elements for user access:
- API security,
- registration and login
- registration via Facebook, Gmail, Linkedin, Apple,
- Registration with telephone or email address,
- OTP validation (SMS).
- Language management (English, French Arabic)
- Users management
- APP content (Hello World)
- Advanced user profile
- Other features, will be developed in the second phase

I prefer Flutter as technology and Laravel as a backend, but you can suggest any other thing.
