Mini wordpress plugin for woocommerce checkout - block specific postcodes from ordering products of a specific brand (brand is attribute - pa_brand))

Hi, I want someone to develop a mini wordpress plugin or even a snippet code to add to function.php, whatever is easiest, so that the "place order" button will be blocked if products of a specific attribute are in cart. e.g in cart 2 items of brand A are there and postcode is 2020 or 2021 or 2402 etc etc. Then place order button will be disabled and a notification will be added underneath: Brand A products cannot be delivered to your postcode. Do you want to continue? If they click OK, then it will remove those products from cart and enable the place order button.

Effectively I want to block specific postcodes from ordering products of a specific brand (brand is attribute - pa_brand)
