Migrate CodeIgniter project from v2.1.4 to v4.3

We have inherited an old CodeIgniter project currently written in v2.1.4
This needs to be updated to the latest version (v4.3) for hopefully obvious reasons.
No functionality needs changing, but we just need to replace the CodeIgniter framework with the latest version, so we get all of the latest benefits, stability and security.
