Membership based video platform need

Hi there, this platform will be an online education video platform
Here are the requirements
-There will be several memberships, for example "Membership for class 1" will include only class 1 videos, user won't be able to see class 2 or other videos. "Membership for class 2" videos will include class 1 and class 2 etc...
-User, memberships and videos should be manageable via admin panel.
-Video play should work like Netflix and like other platforms, if user close the website and open it from any other device, video should continue where it stops.
I am open to any logical suggestions which are cost friendly and efficient.
