Manage sales and inventory from HO

I am looking for a freelancer to manage sales and inventory from our HO. We sell physical products and currently have an inventory management system in place. However, we are looking to improve our system by adding integration with sales channels.
The whole idea is to setup a system that helps retailers with large retail shop front to manage retails from a head office to manage all the admin aspects of the software, and allow retailers to only sell.
We are considering using VPN between the shop location and head office to sync databases for updates. In doing so we also want to maintain database integrity with a sync report, this will include the ability for the sync function to do retries when connectivity is unavailable.
Sales will happen in the shops, stock deduction after sales will happen in the shops, Shop will request for stocks using the purchase order, request with status as ordered. HO will receive the PO using the system email function, HO will serve the request and change the status to received and submit to the relevant shop database.
