Manage MySQL resources CPU usage and windows CPU Optimization

Hello, I have a VPS with vCPU 8 cores, 30GB RAM and 200GB Storage, currently I run a software with php/MySQL 5.7. From workbench shows that CPU load is 100%, mysql.exe consumes over 80% of the processes.
I need an experienced web administrator and MySQL expert to optimize and find out where there is memory leaks for proper operation
