MYSQL driven PHP website with human readable code -- 2

We need an admin panel with a form to enter data into the database. Then we need simple php scripts to print and search the data in the DB. The digital assets (Items) to inventory are mostly photos, but also audio and video. We also need to track a few physical objects which may be loaned to the Museum.
The metaphor we use. Imagine a photo: five Persons attending a recurring event standing in front of a Cottage including a chair (Object) with a donkey in the background.
We intend to inventory around 2,000 Items into a database already designed for this project. Importantly the code for this must be human readable and well commented, so we can edit it as need in the future.
The site must address three user groups: a read / write database editor with permissions to input data through a secure form, a logged in user with read-only access to a large set of data, and a non-logged in user with very limited access to read only data.
To enter data we need a secure custom forms to post data to the database. It would take one main form and a bunch of minor subforms.
We need php scripts to pull info from database, combine it with referenced digital assets, and print it to a website.
The database relationships diagram is attached. Database design open to change.
Again, it is important requirement is that the PHP code is human readable, so it can be edited by non-genius in the future.
