MYSQL driven PHP website with human readable code

A community would like to archive their historical artifacts through web database using Mysql and PHP. We intend to inventory around 2,000 items (photos, audio, video) into a database already designed for this project. Importantly the code for this must be human readable and well commented, so we can edit it as need in the future.
The site must address three user groups: a read / write database editor with permissions to input data through a secure form, a logged in user with read-only access to a large set of data, and a non-logged in user with very limited access to read only data.
To enter data we need a secure forms to post data tot he database. It would take one main form and a bunch of minor subforms. PhpMyAdmin is an option, but foreign keys as numbers wont' work for our data entry people.
We need php scripts to pull info from database, combine it with referenced digital assets, and print it to a website.
The database, about 50 tables, and the relationships diagram is attached.
Again, it is important requirement is that the PHP code is human readable, so it can be edited by non-genius in the future.
