MVP for a video streaming platform

Hi - I'm looking for a full-stack independent developer to join me in a startup project. The objective is to build a platform for users to consume video content. It could be an add on to an existing platform (ideal) or if we decide it's better to start from scratch that's also an option. The existing platform was build with Codeigniter. The person's profile would be someone reliable, knowledgeable and innovative - ultimately I want someone who would be keen to join me as a co-founder/CTO on this and maybe other projects in the future.
