Looking for someone to build a desktop Application -- 2

I want a desktop application which scans your pc, laptop for any kind of Viruses, to protect your personal devices from threats including hacking attempts, tracking, , malware etc. It will also include admin panel to give rights to user for how many days, month or year it can use this software.
Referenced for the site will be provided too.
