Looking for a programmer to take care of my software development department

I am looking for a programmer from Ahmadabad (India) who has experience of project leader or Project Management. I need this person to take care of my entire software development department. Gradually when we grow you will be the head of department.
Responsibilities

Experience 5-7 Years
Lead programmers team
Mange software project
Project requirement understanding and estimation
Do the hardcore programming
Communicate with customer as and when required
Should be available at least 5-7 hours
Get involved in interview process.
Qualities Required

Please make a note that there will be a clear contract .
We are working from home as of now. So, you will be working remotely to start with but you must be ready to come to office when we decide to start and for face to face meetings as and when required.
We are dealing with technologies like
PHP, Laravel, ReactJS, ReactNative, Android, IOS, .Net, Python, Wordpress, Moodle,
We don't expect you to be expert of all these technologies but we expect you to manage when we keep a programmer for the project.
