Long time relationship with a web application developer

I'm developing a web application, using Scriptcase (a framework and PHP code generator), and I'm looking for a web developer to help me complete the system and rewrite some features using php and/or javascript, html, css. Database: MySql.
In the beginning, I would prefer that we talk via audio call and let you connect to my computer. That way I can best show you my system and explain the tasks.
I am looking for a long-term relationship that can mean working only a few hours a week, but later also larger projects such as a mobile app.
