Licensing software feature -- 2

I would like to download an encrypted file from a web server that holds 2 values a name and a date that the application will download once a day decrypt and if the date matches the local date the software will shutdown.

Also need a small application to create the encrypted license file that will be placed on the server.

Needs to be written in vb.net.
