License Plate Solution

We need the ability to take images being uploaded via FTP to a web interface for user login / search / alerts.

the image's filename will include the camera name, date / time, and car license plate.

we require multiple users to be able to log in on web browser, mobiles and tablets.

we require ability to filter / search the database

we require alerts to be sent out if an image comes in with a "watchlist" license plate
