Laravel PHP on Windows | Connecting to a Remote Windows SQL Server

I started a blank new empty Laravel Project.
Everything is running fine.

Now i want to get some data from a remote sql server.
With DBeaver or Excel i can connect, but not with Laravel.

I get the most time:
SQLSTATE[08001]: [Microsoft][ODBC Driver 17 for SQL Server]TCP Provider: The wait operation timed out.

PHP: 8.3.12
Laravel Framework 11.27.2
ODBC-Driver: 17 (18 didnt helped...)

i added already the sql-drivers from microsoft and in the php.ini...

i tried a lot..
but i do not get what i am doing wrong or what is needed to connect.

if you want to help me, please bid with your favorite car brand and model in the first line, to avoid automatic bots without reading my task ;-)
