Laravel PHP Support Team Role Implementation

I'm looking to implement a new user role in a Laravel PHP project.
- The new role will be named "Support Team" and should have specific privileges when it comes to company submissions.
- This role should be able to edit and review submissions.
- The Support Team should have access to all areas of the company submissions, not just specific sections.
I would also like to discuss whether the Support Team should have the ability to create new company submissions or only modify existing ones.
