Laravel PHP Real Estate MLM Plan

I'm looking for a competent PHP developer, preferably experienced with the Laravel framework, to develop an Accumulated Differential Commission MLM plan for Real Estate Agents where Agents earn a commission on his sales and the sales made by their downline members, and the
commission varies depending on his current level for his own sales and the level difference of the downline member of his team sales.
If the level difference of users becomes the same then the commission awarded to upline will be removed and added to the users whose level upgraded.
You have to notify all users for the commission rewarded from which user and for which property.
