Laravel-Based Form Data Collection with Admin panel, and Consultor Panel

I'm seeking a seasoned Laravel developer to create a quick app. This system will primarily be used for data collection, specifically capturing information from consultants.
The admin user should be able to assign a form (2 forms at first), in order to the consultors (consultor1, consultor2, consultorN) can fill. The assign should be a due-date form fill. The assignment should be assigned with a observation text in order the consultant can read it.
The forms are simple, with some comboboxes, text, and largestring fields. Important to upload files to that form.
At the end, the admin should be able to print this filled form.
Skills Required:
Expertise in Laravel 11.
Frontend development with Bootstrap or Tailwind CSS.
MySQL database design.
Experience with email notifications and file upload handling.
Strong understanding of role-based access control and authentication in Laravel.
