Keno/Bingo payout calculator

I need a program that calculates the payout based on what tickets I've sold. If i sell 1,000 tickets, the "winning" numbers need to be drawn so there's a few winners but not enough to put me in the hole.

A program where i can have a preset to what each ticket is worth if matched all numbers, bet amounts, etc. And after entering all of the numbers/bets, the program can tell me which numbers to "draw" for the smallest payout.

If you know how Bingo/Keno works than you should be able to understand what I'm going for.
