Joomla 3 website conversion to Joomla 4 template -- 2

We have an existing web site with 3 languages in Joomla 3.10.11. We want to convert it to a new Joomla 4 template (Lingoall). We would like make it fresh start without carrying old modules and extensions. So just the content.

There are some php and js codes for animation and lazy loading images and lazy loading image sliders and sprites. You can use existing codes on the site or implement different ones.
I want fresh start. So none of the current extensions. Just the text and images. Only Jevents which is our reservations system will be used. So you will start from fresh joomla 4 and add text and pictures.
Most of the pages are handcoded HTML so they can be easily transfered. They have joomla extension content sentences which can be deleted or changed depending on how you proceed on new Joomla 4 extensions.
There will be some design changes and work, graphic work as 2 different templates and joomla versions. I will provide more high res images than already existing website.
I can send existing site as backup. You will work on your own servers not in our production. I will just check your link to follow and check progress.
