Joomla, migrate /upgrade outdated site to new up to date site/template

This task is to migrate old outdated joomla site to new fresh install with suggested template.
The new template must be customized to look exact on pixel as the old site.
Except the video slider and gallary/contact.. Also included in the new template..
The poll we will also find new if outdated.
You must have a look on the new template before bidding.
Put it like this.. The migration work should not be visible.. same header etc.. NO scroll.
Not interested in any modern suggest.. Must work on phone and tablet.
