JSON/PHP developer implement new design to webiste

Hello please listen to my horror story to begin with I hired two developers from freelancer to complete my project. (peer to peer equipment rental marketplace. same functionality as Turo.com). The first developer completed Beta 1 version in PHP/Lavarel Front end Back End and IOS app.Which I have all source code to in my GitHub account I wasn't pleased with the overall outcome. I hired another developer who suggested I switch code to JSON. He started to to redevelop the project from scratch. He finished the first milestone and majority of the second then ghosted me lol. As you can see I need someone reliable and who can finish the project within a reasonable budget as I am funding out of my pocket. For clarity I have the full design source files to the new build .I have the full repository of original source code from Beta 1 (PHP/Lavarel). I also have a partial build from Beta 2 (JSON) I will attach in this inquiry Design Source File.
