Ok now there is a problem with the I Affirm section.
If there is and error and I go back then the invoice for the Membership is issued twice.
WE NEED to fix this.

The RBAC must block access to Family Protection is is not available to Family Members.
The sign on by the Family Member and password works and they can log on.
Again the RBAC must detect that they have not registered to had then ID Affirmed.
They must go to the Register page on their first Log on and every time until they complete the Register and ID Documentation pages and the Parent verifies their identity.
No On else is allowed to act as an Agent.
