Internal Webb app for stockmanagement

In this stock management we have 2 kind of users:
A login for master and A sign in/login for for users/administrators of every hunting clubs.
There are Hunting clubs. Every hunting clubs had villages.On every hunting club is an administrator that administrate the villages from an hunting club. The administrator manage a number of villages.
The master - that control everytings - determine the harvest - number of each animals from each villages that can be hunt, accept users/administrator for each villages, determine the level of the users, can see the analitics for number of authorization issued, total sum collected, the number of each animals killed on each villages and by all hunting clubs, how many animals remaind to kill (are alive from the total harvest), a table for all the athorisation issued, total sum collected by the clubs.
To have a print button on every statistics.
to have an archive by the years.
When a hunter wants a permit - licence to hunt, the administration of a village has to issue that permit. He will fill a form. He will keep evidence on this web app site.
He can see only the animals/the harvest decided by the master for his humting club/villages, authorization issued by him, total sum collected from each village, and the total from his club.
The administrator of an hunting club sign in and open the form. The Field form:
a) He has to pick first the hunting Club from an option menu.
b) After that he will pick up from another option menu, a village alocated to the hunting club choosed from the hunting club field.
c)Next - the Authorization type - also an option menu from 3 choises: individual, small group and big group - I saw on one a feature with background color on each option.(if it is possible)
d) The animal kind authorized and number of animals - this will be an option menu from animals database specefic for each village. The user has fiil the animal's kind allowed to kill by a hunter and the number of them.
(the number not exeed the limit of the animals that are alive at that moment). - with option to add extra field.
e) The authorization - serial and number - is filled by user - internal data.
f) data of issue
g) Who organize - this is a name of an hunter involve/participate - fill by user(administrator od the village).
h) period of the valability - numer of days.
i) receipt number - the number filled by user - internal data/stuff.
j) Crotaliu - is it a serial number - internal data/stuff.- will find in the authorisation form
k) Total pay - is it a internal sum determine by user/administrator.
The administrator of a club can issue only the maximum number of the authorisation that master set it on every animal, better say an administrator can issue the authorisation only for the maximum animals to kill set by the master. Exemple: If master set for village1 that 100 rabit can be hunt the admin of the club where is village1 can issue authorisation only for 100 rabbits. A hunter can ask for autotisation for 10rabbit. If he shoot to kill 10 rabbit by the end of the hunting then It will remain 100-10= 90 rabbits for authorisation.
but if then the hunter don't kill all of 10 rabbits that he paid for and kill 8 then in the end of the hunting the administrator will fiil in the table the result of the hunting that is 100-8=92 rabbit left for shooting .
