Integration with Custom Hotelbeds XML API for Hotel Booking

Hi,
I want a Webpage that could search & book hotel rooms (Including Payment Gateway) by connecting it to a custom software in the hotel using XML API.
The software communicates to any external application using XML API. So the webpage should:
1: Have the ability to search for available rooms based on user choice like No of Adults, Extra beds, types of rooms etc.
2: The webpage should display results after interacting with the software via API. The results will include the room types available, room details and pics take directly from the Sofware.
3: The user if found interested will proceed with booking. Once the user clicks Book now button, the details and the requests is communicated with the software to activate soft booking (temporary booking until payment is completed) and will be re-directed to a payment gateway (CCAVENUE or INSTAMOJO)
4: Once the payment is made, the page redirects to the confirmation page and the details entered to the software becomes permanent booking. A Booking Confirmation email is also sent to the customer's email id.
I would need two proposals from the developers:
1: A proposal for a separate web page that does the above requirements.
2: A proposal for a custom Wordpress Plugin that performs the above requirements.
