Integrate a proctoring software with BlackBoard LMS

We would like to build a plugin for a proctoring software (https://ai-proctor.com/). We have integrated the system with Moodle. Now the instructor can restrict the access to the exam while only enabling the software. If not enabled, the student can't proceed to the exam
We would like to do the same with Blackboard LMS. We would like to add the ability to limit the access to exam except if the proctoring software is active
