Enhance / upgrade Drupal 8 theme

Help me enhance a Drupal 8 site - along with few tweaks
1. Homepage slider - multi-layer slider implementation
2. Views block/page - from 1 column to 3 column with all exposed filters as tags
3. News section display as views slider blocks with title/image/snippet - with content Inject module -- need to display news inside views blocks above in rows..
4. Page Titles need a distinct background
