Retype a document into Ms Word/convert pdf to word

I am looking for a new build development for compliance software system to be used for a group of restaurants. The system should be able to allow users to complete daily monitoring forms (kitchen temperatures, cleaning tasks, etc), complete risk assessments, complete self audits, and be able to store data such as compliance certification and policies. The software will have: Hierarchy users/multiple log in capability Dashboard overview of operations Compliance checklists Audit completion and action close off Risk Assessments Policies and Procedures Business owners can view overall compliance of sites Area Managers can view compliance in their sites Site Managers can view daily tasks and compliance Site users can complete tasks/checklists
