Improve Page Speed of My site ( Non Wordpress site )

i am looking to work with a page speed optimization specialist who can improve my page speed score for both Mobile and desktop.

We dont give ftp access. You wither connect on Anydesk or send us the file with notes and we apply them

We want to have 90+ grade both on Gmetrix and google page insight....

We want the job to be done in the next 3 hours
