Implementation of Whisper for ChatGPT for Audio Summary (with PHP - Web Based)

I need a proficient PHP developer to implement a Web Based proof-of-concept utilizing OpenAI's Whisper API. The primary objective of this project is to extract a summary from audio files via the ChatGPT platform.

Applicants should have:
- Extensive experience with PHP, especially integrating it with APIs.
- Familiarity with OpenAI's Whisper API and its usage for ChatGPT.
- Preferably knowledge about automated text summarization methods.
- Ability to work under tight deadlines with precision.

Here is what I am looking for
- User should be able to sign in and create account (with email+password)
- User should be able to upload audio file and get summary
- Summary will be based on the audio file transcript + a custom prompt as an input
- User should be able to see all the files
- Admin should be able to update the custom prompt (text input)
- Admin should be able to see all users list
- Admin should be able to see the usage list (no of files, duration, input and output of each file with comparison to output without prompt)
- Application should be web based and mobile responsive.

Also separately mention pricing if we have to add "Record Audio" functionality in the scope.

For clarification, I am not seeking integration with any specific messaging platform. Therefore, expertise in Facebook Messenger, Slack, nor WhatsApp is not required. The foremost requirement is to facilitate the extraction of audio summaries through a custom prompt. Complete details will be shared once we initiate the project. I look forward to your bids!
