Image Caching Service - Show The Same Image From A Domain Using My Domain

I need an PHP experienced developer.
I think PHP is the best language to do that. Maybe I'm wrong.
I need to build something i heard is really easy to do.
A small script hosted in my domain, to show any image from any site with my domain.
Doin that i remove caché and other things that are causing some pictures in same platforms are not showing correctly.
Let's say i get on picture from X site , picture link = X.png
And let's say my domain is ABC, so i need to do something like ABD?url=X.png and it will show the same x.png but from my domain.
Please contact me if you have rich experience in this type of tasks and fields.
