IVR Call Blocking Options

Hello,
I have an existing development test website that uses Twilio to connect calls to users. When a user receives a call the user has to press 1 to accept. This all works fine. However I need to include 2 more options: Press 2 to decline and block caller for 60 min. Press 3 to decline and block caller permanently.
I can provide file locations, associated DB tables and login credentials.
Need a dev with vast experience in PHP/MySQL.
