IPFS Network Site

I am looking for someone who can create an IPFS network site. This site would allow users to upload their own files to the IPFS network, connect to the IPFS network. The site would have subscriptions, drag and drop upload, encryption for the image on the IPFS network, ability for file structure, QRC generation and hash ID generation. Users would be allowed their own accounts with login, and would track all their uploads with the ability to delete their uploads from the IPFS network.
