Hybrid App development

Hi, need someone for my small project. I have a Forum which use the Xenforo Forum Software. This Forum Software has already a push notification and a PWA integrated. You get push notifications on the web browser. I want a hybrid app, basically the Website to the app. I don't need a UI because the website template from my forum is fully responsive. Furthermore, I know that this is possible in example in Flutter with the plugin "flutter_webview". Then you have a PWA but as an App. But I want also the push notification from this website on the app with counter. Please someone who knows what Xenforo forum software is or know how it works. I would prefer a Flutter developer, but this is not necessary. This is what I require:

- Hybrid App development for IOS & Android
- All Source Files
