Hosting Control Panel-Backend and Frontend

I am looking for a programmer who can create a dynamic Hosting Control Panel with a backend and frontend. I need the backend to be written in PHP, and the frontend to be either React, Angular, or Vue.js. The control panel should include 4-7 user roles and permissions.
