Home Assistant API Token Provisioning

I need a PHP script to provision my Home Assistant server via the REST API.

Requirements:
- Onboard a user to get a Short Live token
- Use the Short Live token to request a Long Live token

The Home Assistant server is already set up and accessible.

Ideal Skills:
- Proficiency in PHP
- Experience with Home Assistant REST API
- Familiarity with API token management
