Hiring php developer to build a text ads platform similar to Google AdWords

We are looking to hire an experienced developer to join our team. We have a meta search engine and we want to be able to offer our own sponsored results (ads) for search results.
It is important that the process for setting up a new campaign is straight forward and easy.
We want our ad platform to be similar to Google AdWords but it’s important that it operates on a prepaid account funding type so users will find there account an amount like $50 or $500 (minimum $50) then each form their ad is clicked on their account balance will deduct from their account balance until it hits the minimum $25 threshold emailing them / an alert is on-site to top up their balance.
So for a new campaign a user must first set the campaign name, then go through the campaign data like who they are targeting, locations, then go through the ad setup process of :
Ad name
1- ad headline text (max characters)
2- ad line 1 text (max characters)
3- ad line 2 text (max characters)
4-ad URL display
5- ad URL
The next part of the campaign is time of day so we want to allow users to set times of the day their ads run or the default setting is ‘run ads continuously’ which means they will run 24/7.
The hser can have multiple ads per campaign. Once the user has finished making ads then proceed to location’s.
Allow the user to select location (type in) or tick box for all locations and then also put a radius of klms from that location that their Ad will be shown.
So someone can put a suburb in as part of their city snd then a radius of 25kms so they know their ad is only shown to users who are near them or their business.
Now the next step is keywords: so users can put in keywords they want their ad to be shown for and allow users to use broad matching or specific matching like with ‘ or “” at each end of the keyword. So if you need more information about that you can search online for how broad keywords or specific keywords work so If you put in a keywords like finance the ad will show for any search term with the word Finance in the search term but if you put in “car finance” then your ad will only show for a search term for car finance, as long s the user is in your radius you selected.
Now there next step is cost per click and budget for the campaign. So we will have a minimum cost per click which we will start at .25c then allow the user to determine the most they want to pay per click. But we need the system to be smart so it should only ever charge $.1c more then the 2nd ad so even if the user puts in $20 cost per click but the 2nd ad has put in $3 cpc then the user will only get charged $3.01 per click on that keyword .
Once the user has finished adding keywords we will then summarise the campaign and get them to approve and start the campaign. Each campaign we need to approve or deny with comment.
So the finalised campaign’s go into a ‘pending’ state so we can review then approve or deny with a comment which enables users to see why it was denied and then make the changes and submit again for approval.
Once approved ads will begin to show automatically.
The user is then returned to their dashboard which will show their campaigns and a big banner (widget) to start a new campaign.
User campaign data (important) it is important we can put the campaign data into nice clean charts to highlight clicks, views, locations, and spend.
I will add more to this . But it is important we understand you , your experience and how you plan to ensure the as code we implement to show the ads is lightweight as speed is critical and ads show instantly.
