Hiring a php developer to build our CPC text ad platform -- 2

We have a meta search engine called ZAP and we are looking to launch it in multiple countries. At the same time we are looking at building our own CPC ad platfrom with 2 zones on our search above and below.
We want our ad platform to operate the same as Google Adwords in a sense that is a campaign made by a user with an ad, campaign keywords and a location they are targeting. We have a full admin template that we want to use for the page design + style. We also have pages with tables adn charts / graphs which we can use for our user campaign data.
We have written a milestone document based on alot of feedback from developers. So the milestone document will be used for this project so its important you read and agree as the milestone payments will be as per the document.
This project is for the development on our contextual ad platform and also there will be ongoing development tasks for the right person.

We are keen to hear your recommendations on development skills and code schemes to use and why. Whether you would use mysql or mongo db and why? Also as we have 2 ad zones (above and below the search results) we'd be keen to understand how you would integrate ou ad platform script into both zones and how you would recommend we can display and match the correct ads as our search results take about 1 second. So it needs to be fast but also accurate.
