Hiring laravel Developer to finish Front / Back Web Site

We are tronicspay.com, a company that buys and sells electronics, gaming consoles and smart phones. We had a freelancer hired to build a new web site. He migrated us away from wordpress and made a custom PHP Laravel php APP. He made a front end and back end cms for our web site. He actually quit and never finished our web site.
We still have some things to finish from our previous project. Then we want to start another project to build a web site to allow to post electronics to sell. This will be added onto our new web site.
We need someone who is a full stack developer. You must have a laravel php and dev ops background.
********** Requirements for Job **************
1. Must agree to weekly voice calls.
2. Must Speak and Write native English.
3. We prefer someone who does freelance work full time. We want this work done quickly.
4. Must know Larvrel framework well.
5. Dev Ops experience required. Must work with someone else code. Must know front-end and back-end development well.
