Highly Experienced PHP Developer required to develop a scheduling website

I need a highly experienced PHP developer to build a scheduling website with core PHP coding. This will involve building an admin interface with 4 different user types, with different levels of permissions.
There will be a an appointment scheduling and calendar view to see uses scheduled appointments.
Must have experience of
- building scheduling applications using core PHP or laravel.
- Clean and stable coding with proper exception handling
- Quick turnaround and able to deliver within agreed budget.
