Helpex upgrade

I would like to update the workflow of my existing apps one for clients (Helpex Client) and the second for freelancers(Helpex Worker).
The actual workflow is as below:
-Client creates Job
-Admin sends a cote
-client accepts cote
-admin publish to freelancers
-freelancers apply
-Admin assigns freelancer
The future workflow is attached.
Please check the budget before you bid.
