Help with a wordpress site that is exhausting resources in CPU -- 2

Website started misbehaving a month ago, server had suspended the account because it was using a huge amount of CPU resources and getting millions of database hits but I can't figure out where it's coming from. Previous freelancer said the plugin wordfence is causing the issue, but even when plugin is disable, I see hits on DB. The site is on wordpress, all plugins are updated. I need help to trouble shoot and want somebody who can tell me where to look to find the problem. I don't want you to fix the issue, I want you to tell me HOW to fix the issue and then help me fix it.

I also have a problem with WPML which does not switch language when a different language is clicked.
