Help with PHP script(s) -- 2

This is a generic project post, so there's more than one project interest
possibility to discuss, as so: Requirement is either 1.- to have a php
script written that runs from windows cli, or 2.- to have a small cli
script modified. Difficulty level is not substantial, perhaps 1-2 hours
work depepnding on skill level.
Ability to run a php script from windows cli is essential. If interested,
