Help System for Our Website

We need a help system building for our website. The help system will provide our users with information on how to post to our website, how to report content etc. We will write all the content for these help pages ourselves we just need someone to build the help system for us and we want to link this help system to our admin panel where in the future our admins can add additional help pages and help topics.
